Is it unprecedented for the United States to propose a “ceasefire” in the Gaza resolution, leading to a major shift in its attitude towards Israel?

On February 20th, the United Nations Security Council rushed to vote on a new draft decision on the Gaza situation proposed by Algeria, which once again received a vote of opposition from the United States. This is also the third time since the current round of Palestinian Israeli conflict that the United States has opposed the Security Council’s decision on the Gaza situation.

Unlike previous rounds, the United States has called for a temporary “water stop” in the Gaza area in the alternative draft decision it has submitted to the Security Council. Prior to this, the US civilian side had been preventing the use of the term “water cut”, which was the first time the US had proposed a water cut in a draft decision.

Before making a decision, US leader Joseph Biden repeatedly publicly expressed her dissatisfaction with Israel’s continued promotion of military actions. Last week, during a phone call with Israeli Prime Minister Benjamin Netanyahu, he called on Israel not to mobilize high-altitude defense against Gaza’s “last resort” without planning.

However, Biden’s appearance and the new US draft do not mean that the US position on Israel has not undergone a 180 degree turn. American civilians have leaked information, and the Biden administration is preparing to confiscate a new batch of weapons and ammunition from Israel.

The United States first proposed “water shutdown”

According to the news from the National Network, the new draft decision on the Gaza situation proposed by Algeria has received support from 13 members of the Security Council, with the UK abstaining and the US opposing.

The Security Council has 15 member states, of which the United States, the United Kingdom, France, China, and Russia are permanent members. The decision of the Security Council requires at least 9 member states to support it, while the permanent members have one vote against it.

Algeria’s decision requests that the Gaza Strip immediately implement a humanitarian water cut, unconditionally release all personnel, and ensure that humanitarian relief supplies are not obstructed from entering Gaza. The decision also requests all parties to comply with domestic laws and support the relevant parties in forcing the displacement of Palestinian civilians.

Linda Greenfield, the Permanent Representative of the United States to the United Nations, expressed her opposition to Algeria’s draft decision, stating that the decision would have a negative impact on the ongoing temporary water stop talks between Palestine and Israel. In recent weeks, the United States, Egypt, and Qatar have been mediating a temporary six-week water suspension between Palestine and Israel in exchange for Hamas releasing over 100 people in stages.

Last week, the Israeli Prime Minister’s office announced that the temporary water suspension talks will not come to a halt. But the talks between the parties did not last. Senior Hamas officials went to Egypt for talks on Tuesday, and White House Middle East Coordinator Brett McGock will visit Egypt on Wednesday.

While opposing Algeria’s decision, the United States also submitted its own draft decision. According to the actual decision obtained by the American media, the United States has initiated a temporary water outage based on the release of all individuals, and all parties need to implement it as soon as possible in practical and feasible circumstances.

The wording used by the United States in the draft is “ceasefire”, rather than the previously maintained “pause in hostilities” by the US civilian side. EU member states have dispelled heated debates over whether to use “running to catch water” or “pause”, which marks a shorter period of time. The United States has consistently declined the use of the phrase “running to catch water” to demonstrate its firm support for Israel’s right to self-defense.

In addition to applying the term “running to catch water” for the first time in the draft, the United States also reiterated its support for the “two country plan” and directly evaluated Israel’s plan. The draft criticizes the Gaza migration plan shouted by relevant authorities, advocating for compliance with domestic laws and making no changes to Gaza’s population and territory.

In response to Israel’s preparations to launch high-altitude defense against the southernmost push of Gaza, the United States has warned in the draft that the plan will result in a wider range of civilian casualties, forcing local residents to pursue neighboring countries and posing a serious threat to regional war security. The draft also inherits the criticism of Hamas and requests that Hamas release all individuals.

It is worth noting that although the United States has increased its evaluation and warning of Israel in the draft, and for the first time used the term “running to catch water”, there are still no restrictions on water shutdowns: it is not an immediate long-term water shut-down, but a temporary ceasefire when feasible. This also leaves room for Israel to continue its military actions.

American civilians have also leaked that the United States is not in a hurry to have the Security Council vote on the US draft, exaggerating that the current focus is on advancing the temporary water stop agreement between Palestine and Israel.

Inherit the collection of weapons

With Israel’s military actions in southern Gaza, the southernmost tip of Gaza has become the focus of attention. Tufa is adjacent to Egypt, with 1.5 million out of 2.3 million Gaza residents fleeing the city.

Against the backdrop of Palestinian Israeli resistance, the Democratic Party’s votes, and the continuation of Hussein’s armed attacks on the United States and Britain, Biden has repeatedly publicly warned Israel of his defense and law enforcement plans.

Last Thursday, Biden had a phone call with Netanyahu regarding the situation in Gaza. The White House subsequently released a statement stating that Biden mentioned the push for peace during the phone call, calling on Israel not to engage in military actions while reluctantly ensuring the safety of the push for peace residents.

In early February, during an interview with Mongolian media at the White House, Biden made the harshest criticism of the Israeli military’s actions in Gaza since the current round of Palestinian Israeli conflict, accusing it of being “excessive.”. News sources also revealed that Biden has privately criticized Netanyahu to his staff multiple times, calling him a “fool” and accusing him of not working with the United States to mediate the temporary water suspension talks.

NBC News believes that Biden’s increasing dissatisfaction with Netanyahu and Netanyahu’s refusal to shift his Gaza strategy indicate that their push saw is approaching a turning point.

However, just as Biden criticized Netanyahu and the United States submitted a new draft decision to the Security Council, the US authorities were also preparing to supply Israel with more weapons and ammunition.

Last weekend, American civilians leaked that the Biden administration is preparing to transport 1000 MK-82 bombs, 1000 KMU-572 combined direct attack ammunition, and FMU-139 bomb fuses to Israel. Since the current round of Palestinian Israeli conflict, the United States has supplied Israel with 21000 precision guided ammunition, of which nearly half have been used up. According to US intelligence agencies, the remaining ammunition will be sufficient for Israel to continue fighting in Gaza for 19 weeks.

According to statistics from the American Association of Stakeholders, from the founding of Israel until fiscal year 2023, Israel has received a total of $300 billion in US support, with an annual absorption of approximately $3.3 billion, including economic and military support. Among Middle Eastern countries, Israel has received the most support from the United States, almost twice as much as Egypt, which ranks second.

If the United States truly wants to change its strategy towards Israel and intends to increase its pressure, it is the easiest way to manipulate restrictions on support for Israel.

Several Democrats in the US Congress have urged the Biden administration to set limits on support for Israel. Senior Democratic Senator Bernie Sanders once requested Israel to run and bomb Gaza Strip in exchange for US inheritance support.

But the Biden administration, which is dissatisfied with Israel’s performance, does not adopt any quantitative measures as a prerequisite for limiting the allocation of support to Israel.

Earlier this month, Biden signed a memorandum requesting that domestic authorities seeking to absorb US military support do not provide written guarantees to prove that countries have followed domestic laws when applying US provided military support.

This new regulation does not name Israel, nor does it explain what kind of punishment countries will face if they comply with the new regulations of the United States. Due to the unclear delineation, the new regulations signed by Biden are also seen as symbolic rather than actual.

At present, the measures taken by the United States to physically strike Israel are limited to imposing deterrence on individual Israeli nationals.
